In England, taxis and private hire vehicles up to 8 seats are licensed by local government in the town or county in which their booking office is based. 

Vehicles over 8 seats are regulated nationally by the Vehicle and Operator Services Agency (VOSA).
  • A taxi (or Hackney Cab) can pick up people off the street (can be hailed) and uses a meter to charge the passenger.
  • A 'private hire vehicle' must be booked in advance. Their office will usually quote a fare for your trip in advance and so does not use a meter.
In both cases fares are per trip not per passenger, so the more passengers there are, the cheaper it is for each.

Luton Airport charges certain metered taxi companies for the exclusive rights to wait near the terminal to pick up passengers. If you are in a real rush then you will have no choice, so it is better to book your transfer in advance.

All firms charge a surplus for pick-ups from midnight until 6am so if you are arriving close to midnight try to see if the company will charge you the standard fare if your flight is delayed.
